31/03/2005:Bintulu MP Blames Govt Officers for delay in implementation of some projects and policies

Bintulu: Certain projects or policies that have been approved by the government were not able to be implemented due to the lack of follow-up actions, commitment and co-operation on the part of government officers.

Thisa was the observation of Bintulu Member of Parliament, Dato' Seri Tiong King Sing JP, who pointed out that certain government officers have the powere to decide whether or not to proceed with a project.

"It is supposed to be ministers who have the authority to make such decisions and not government officers.  But in many instances, it happened the other way around, " he said.

He made these remarks when debating to support the motion of thanks to the Yang Di-Pertuan Agong for convening the current Parliamentary Session.

Whenever something goes wrong with a development project or government administration, he said the people would point at the government and ministries as a whole while officers responsible for the failure would escape scot-free.

He felt that government officers should be reminded that ministers hold public office after being elected by the people.

"If any minister failed to fulfil their responsibilities or abuse his power, he should step down and let other elected Barisan Nasional representatives take over, " he proposed.

Tiong also saw the need for the present distribution and delivery system of fund allocations to the various ministries be reviewed to expedite implementation of development projects.

He noted tha tthe current centralised system was a hindrance to the efforts of most ministries to proceed with their programmes when funds meant for them had to be channelled to the Finance Ministry first.

After bweing debated and approved by the Parliament, ministries still have to apply for the release of the funds from the Finance Ministry, he said.

Tiong also said the present system was also vulnerable to abuses particularly by government officers and could jeopardise the nation's adminstration and development.

The system had also belittled the position of Parliament when the allowances of members and staff werer issued by the Finance Ministry when the reponsiblity should be borne by the august house itself.

The Finance Ministry, he said should concentrate on improving the national income via macro ecomomics studies, attract investors and promote economic growth or encourage positive growth in the stock markets, to name but a few examples.

"The government's administration systems would need to be reviewed and steps should be taken to make the services more efficient and people friendly, " he said.
