30/07/2005:BDA & Their Contractors Urged to be Proactive

BINTULU: BINTULU: The Bintulu Development Authority (BDA) and their contractors have been told to be proactive in rendering their services to the people rather than to give a lot of excuses for their failure or to wait for complaints before taking action.

Bintulu Member of Parliament, Dato' Seri Tiong King said the passive attitude of the authority or their contractors would only cause unhappiness among the people who would then blamed the government.

"Every services should be monitored and dealt with seriously. You (BDA and their contractors) should go to the ground and check, rather than to just sitting at the office and wait for people to complain," he said on Monday.

He was commenting on the inability of a BDA contractor to carry out out proper rubbish collection works that had drawn numerous complaints from residents at Sample Park Phase Three housing area here.

A team from Tiong's People Service Centre involving his special assistant Teo Ho Ping and political secretary Zaeidy Nor Abu Nasir went to check on the complaints on Monday.

The residents claimed the BDA contractor had failed to collect rubbish from the area for nearly a week and piles of domestic wastes could be seen exceeding the size of rubbish bins there.

Even in the past where the contractor did make their collections, the residents were not happy with the attitude of the workers who did not completely emptied the bins or refused to collect rubbish that they spilled on the road, leaving the waste to rot and causing foul smell.

A resident claimed that some of the workers engaged by the contractor could have been just about 11 years old and they wonder whether such practice being endorsed by BDA.

They also hoped that BDA could clear an open space in their area that had been overgrown with grass and becoming a potential hazard for fire outbreak or being a mosquito breeding ground.

It was also learnt that an electricity supply substation was also located at the open space and there had been several instances in the past where bush fires occured there.

BDA was also urged to make the access to a children's playground at the area to be more "friendly" to those meant to be the users of the facility as it is located at quite a high ground. Residents there claimed there had been a number of children who were injured while trying to reach the playground.

Concerned with the situation faced by the residents, Tiong urged the contractor to be thankful for being given the lucrative contract and should have done their job with full commitment.

He felt that they should have not attempt to bid for the tender in the first place if they know that they could not perform satisfactorily and allowed other competent contractors to vie for the job.

Being a contractor, they should have sufficient financial capital and workers to get the job done as he felt the approach to use young boys for the collection works as a tactic to gain bigger profits.

"Being in the business field, you cannot make money without investing in capitals. There is no such thing as no capital in business. Even for gambling too you would still need capital," he added.
